Job Title:      M &E Officer (2 Fresher Jobs)
Employer: Makerere University Joint AIDS Program (MJAP)
Location: Masaka, Uganda

Duties:
Provide support to the District Biostatistician in training and mentorship of facility M&E staff
Work in liaison with district teams to ensure availability of all necessary HMIS tools at facilities
Support the district in maintenance of facility computers and accessories as well as the openMRS
Support facilities to ensure completeness of entries into the openMRS and reporting.
Support facilities to ensure timely and accurate completion and submission of HMIS reports and other required reports
Support district Biostatisticians and records officers to conduct regular data quality audits
Support the district Biostatistician and Records Officers to conduct data analyses required for regular district and facility data review meetings as well as tracking of selected indicators

Education:
The ideal candidate for the Makerere University Joint AIDS Program (MJAP) M &E Officer should preferably hold a Bachelor’s degree in Statistics, or its equivalent
A minimum of two years’ experience in Health Information Systems (HMIS,DHIS & OpenMRS )
Broad knowledge of common Statistical analysis and database management packages Ms Access, Ms Excel, STATA, SPSS, EPiDATA
Working knowledge of MER 2.1 PEPFAR indicators
Additional training in a medical field will be an added advantage.
Ability to monitor Data collection and data entry into management systems and write good project reports and plans.
Good IT skills (generic applications, internal communications systems, and software packages to support M&E management)
Broad knowledge of error resolution in data entry
Good mentoring and coaching skills
Broad knowledge and understanding of Local Government structures,

Job Title:    Principal Metrologist - Electromagnetic Metrology Laboratories
Employer: Uganda National Bureau of Standards (UNBS)

Duties
Keenly monitor continuously application of policies, procedures and guidelines regarding the procurement and maintenance of calibration and measurement standards and equipment as to identify and provide recommendations for improvement to the Departmental Manager;
The jobholder will coordinate inter-laboratory activities and services that involves, measurement inter-comparisons, twinning and attachment training of staff for the Laboratories in the Division;
Carry out calibration of working standards to maintain their traceability and integrity and supervise installation and commissioning of new Standards and equipment;
Co-ordinate activities and supervise lower level staff by continuously assisting, guiding and directing them while regularly reviewing their performance during performance review meetings, biennial and annual performance appraisal in the Division;
Develop, implement and review calibration procedures, methods and programmes for client’s (internal & external) equipment and processing of calibration certificates;
Document, implement and maintain Quality Management System based on ISO/IEC 17025 and to Identify, prepare and maintain accreditation for selected laboratories for the laboratories in the Division;

Education:
The ideal candidate for the Uganda National Bureau of Standards (UNBS) Principal Metrologist - Electromagnetic Metrology Laboratories career placement should hold a Masters’ degree in physics or any other Science or Engineering related field from a recognized University/Institute
Also, the incumbent must hold an honours degree in physics, engineering (electrical, electronics, mechanical) and any other related field.

Experience:
At least eight years of related work experience

Job Title:      Care and Treatment Advisor
Employer: Makerere University Joint AIDS Program (MJAP)
Location: Uganda

Duties
Work in close collaboration with the District Health Teams, take lead and coordinate the provision of quality HIV/AIDS Care and Treatment services in all the districts.
Work closely with HIV care and treatment Regional manager to develop standard operating procedures and ensure adherence to them.
Offer technical assistance aimed at strengthening the quality of health services and data through supportive supervision and monitoring visit to the supported health facilities.
Work in liaison with other partners, participate in health facility performance reviews; and identify and document reports and best practices in HIV care and treatment in the districts.
Work in close collaboration with the district health teams, identify performance gaps; and participate in continuous medical education through training, coaching and mentoring of the district health workers, in HIV/AIDS care and treatment.
Provide supervision and guidance to HIV care and treatment district officers.
Prepare and submit timely quarterly reports on HIV/AIDS Care and Treatment services to the Supervisor and the relevant stake holders.

Education:
The ideal candidate for the Makerere University Joint AIDS Program (MJAP) Care and Treatment Advisor should preferably hold a Master’s degree in Medicine with training in Health Systems Strengthening and Management.

Experience
At least three years’ relevant experience preferably in health development at a senior management position, with a reputable international NGO.
Three or more years of experience in HIV/AIDS prevention, treatment, care, and support of, eMTCT, HIV/TB, OVCs and health systems strengthening.
At least two years’ experience of implementing continuous quality improvement (CQI) strategies in the health sector.
